We Were at the lake and my 19 month old developed little bites on his legs. What might these be?

We cannot say what these bites are, of course, but I can hazard an educated guess that these are from sand flies. These are tiny flies who bite, leaving painful bites and red marks.
They are especially found in the southern states of the US but anywhere there are lakes and water. We have had bad experiences with them in the midwest.
