I have a red rash it itchy an round but also have wheeps what could this be mainly on 1 arm

One possible cause might be atopic dermatitis. Atopic dermatitis is a chronic eczematous skin disease. Acute atopic dermatitis produces weeping, oozing plaques of very itchy skin. Shingles can also produce a rash that oozes. It's important to see your doctor for proper diagnosis.
