My hair has this sticky, gooey feeling in some spots and when i pull on the or touch very sore and my hair is going around my ears and sticking to the side of my of ..my face and neck and back feels like my own hair is netting over some hair

Have you been using anything different on your hair? Have you changed how frequently you shampoo or cleanse hair? These are the first things that come to mind. Try rinsing out your hair longer or perhaps with stronger water pressure. Having any traces of shampoo left on your hair would definitely cause stickiness. Try switching to a baby shampoo and see if this helps. Check your scalp for anything suspicious - an open sore or rash. See your PCP or a dermatologist if it persists.
