No, you cannot get pregnant from the scenario you describe. The simple answer is your clothing prevented you from having sex.
For all intents and purposes, there is a risk of pregnancy when a woman has unprotected sexual intercourse with ejaculation that enters the vagina. If you have unprotected sex during your fertile window, you are naturally more likely to get pregnant. That said, if you wish to avoid pregnancy you should use protection and/or birth control no matter the time of the month.
