Dandruff (from your hair) falling on your face should not cause these things. However, it can have other side effects if it's not treated and/or becomes severe.
The dry skin flakes can clog pores, leading to breakouts on your face, (neck, shoulds or back). If you have acne-prone skin, dandruff can make the problem even worse. So, keeping your hair off of your face can help.
