I tried most of that prescription stuff and pricey lotions with no luck. What works for me:
Make a sugar scrub with 4 cups sugar, 1 small bottle of vitamin E oil from Trader Joe's or GNC, and olive oil (any olive oil will work, but the lighter the color, the less it smells like olive oil). Pour the sugar and vitamin E oil into a large bowl, then add enough olive oil to cover the sugar with a thin layer on top. Stir. Add more oil if necessary. Make sure there's about 1/4" of oil on top of the sugar. Then, ladle into mason jars for storage. I like to add a bit of natural fragrance from someplace like whole foods or www.dragonmarsh.com (the gingerbread spice scent is amazing!).
In the shower, once your skin is really wet, take a bit of the scrub and rub on your arms until the sugar is dissolved. Use every single time you shower. For me, the bumps were gone in a week and have only come back when I stopped using the scrub.
