An intact penis is a normal penis. A circumcised penis is not, in strict terms - it is a procedure done to baby boys, when they are generally very young.
So men with a regular penis don't leak extra anything.
Some men have a lot more pre-ejaculate than others but it has nothing to do with whether one is circumcised or not. Your partner simply has a lot of pre-ejaculate. That's the way his reproductive system works.
