If it was tight and shiny looking chances are it is an open wound you just didn't cut deep enough to cause bleeding. Clean your cut with mild soap and cool water to prevent any infection from setting in. Although it may be tempting to use stronger liquids like hydrogen peroxide and alcohol, these can actually irritate your wound. If you can leave it uncovered without getting dirt or rubbing it against your clothing then this will help it heal faster. Ointments such as Neosporin are optional, though not necessary. Since it is swollen, I would not touch it any more than you have to-- since this can irritate it more.
