Don't scratch your bites. There are anti-itch sprays and ointments; you have to find what works best for you. Some people seem to be mosquito "magnets," for whatever reason, in spite of using products to ward them off.
As far as ingrown hairs, that's a completely different issue. Try using a loofah while bathing to help exfoliate and smooth your skin.
