Please read Alison's answer above. Yes, it is possible to get pregnant that way. Even if he doesn't ejaculate, he does have pre-ejaculate on his penis, which has sperm in it.
However, I'm a little confused as to how he"s "pretty sure he didn't ejaculate." There's not much mistaking ejaculation, because quite a lot of white, slightly thick/sticky liquid comes out of the penis all at once. If you were rubbing up against one another without clothes on, it should be pretty obvious to both of you if it happens. Does that make sense?
