Icky here, most municipal water suppliers use bleach as an antibacterial, I would think you would have enough bleach in your water supply unless you have a dug well.look up the definition for cholesterol which is a waxy, rubbery substance. I think what you are seeing for residue is dead skin, oil and cholesterol and probably salt. I have tried cleaning my hands with bleach and soap with no change in my condition, you don't name the gel but I have heard dial men's body wash contains an anti fungal ingredient which has been known to remove skin tags.
