Preseminal fluid is the clear, colorless fluid that is often seen when a man is aroused-- by no means does he have to ejaculate for it to be seen. Although there is a possibility that there can be sperm in his pre-seminal fluid, it isn't as common as you may think. I can't say if he ejaculated or not, whether you were moving slow or not a man can get excited and ejaculate. If your boyfriend is inexperienced and does not know how it feels to ejaculate, then it may be better to go on the safe side and take an emergency contraceptive such as Plan B. Birth control pills are not used as emergency contraceptives-- if you were on your birth control pills before engaging in sexual activities then you were protected.
