Anytime you have sex and don't use contraception, there is risk of pregnancy. It often can be hard to tell if a penis is "dry" or not, especially when engaging in sexual activity, that's why it's important to use a condom or some other form of birth control every time if you are concerned about pregnancy. Pre-ejaculate doesn't contain sperm, but it can catch sperm left behind from previous ejaculation. Considering pre-ejaculate, the risk is low for causing pregnancy, but there is some risk. The withdrawal method of birth control is only about 70% accurate at preventing pregnancy.
